Administrative History | George William Frederick Howard, 7th Earl of Carlisle was born on 18 April 1802 at Hill Street, Berkeley Square, London. He was the son of George Howard, 6th Earl of Carlisle and Lady Georgiana Dorothy Cavendish. He died on 5 December 1864 at age 62 at Castle Howard, Castle Howard, Yorkshire, unmarried.
He was educated between 1813 and 1818 at Eton College, Windsor, Berkshire, and graduated from Christ Church, Oxford University, Oxford, in 1823 with a Bachelor of Arts (B.A.). He held the office of Member of Parliament (MP) (Whig) for Morpeth between 1826 and 1830. He held the office of Member of Parliament (MP) (Whig) for Yorkshire between 1830 and 1832. He held the office of Member of Parliament (MP) (Whig) for the West Riding of Yorkshire between 1832 and 1841. He held the office of Chief Secretary for Ireland between 1835 and 1841. He was invested as a Privy Counsellor (P.C.) on 20 May 1835. He was invested as a Privy Counsellor (P.C.) [Ireland] on 30 September 1835. He held the office of Member of Parliament (M.P.) (Whig) for the West Riding of Yorkshire between 1846 and 1848. He held the office of Chief Commissioner of Woods and Forests between 1846 and 1850. He succeeded to the title of 7th Earl of Carlisle [E., 1661] on 7 October 1848. He held the office of Chancellor of the Duchy of Lancaster between 1850 and 1852. He wrote the book A Diary in Greek and Turkish Waters, published 1853. He was Lord Rector between 1853 and 1854 at Marischal College, Aberdeen, Aberdeenshire, Scotland. He was invested as a Knight, Order of the Garter (K.G.) on 7 February 1855. He held the office of Lord-Lieutenant of Ireland between 28 February 1855 and 12 March 1858. He held the office of Lord-Lieutenant of Ireland between 18 June 1859 and October 1864. He was a statesman, orator and writer.
