Commenting on the situation in Ireland and proposals to make 'vast' reforms to the constitution, he suggests that other changes need to take place first: efforts to complete the reform of the Irish Land Laws and 'especially to ...deal with the case of the small tenants', establishment of a complete and satisfactory system of local municipal government, and then possibly the building of a Federal arrangement similar to the internal constitution of Canada.
