Letter from Joseph Chamberlain to General Phelps
Letter written from Highbury, Moor Green, Birmingham dated 20 June. Chamberlain replies that he is a believer in the smallpox vaccination but feels that the law 'takes too little account of the conscientious objections of some parents'. As a result he agrees with the recommendations of the Royal Commission tempering the penalties for parents under the existing compulsory law.
