He writes with reference to the financial situation of the working classes when compared with the experiences of their colonial counterparts. He insists that 'the prosperity of this country depends largely on...trade with the colonies', and he declares that such prosperity will 'increase by leaps and bounds under a 'system of mutual concession'. He claims to have 'the fullest confidence in the working-classes' and their power to realise the significance of these 'great issues'
