He discusses the current divisions within the Liberal party and his frustration with the situation. He writes that this can be remedied by the public, who will vote for 'men with sufficiently definite opinions & with earnestness enough to form a new party'. He notes that he is in agreement with a close circle including Dilke but beyond this 'there is nothing but confusion, weakess and indecision'.
