Chamberlain writes to Stuart Rendel [1834-1913, Baron Rendel, industrialist, politician, and philanthropist] in order to communicate with his brother [Sir Alexander Meadows Rendel, 1829-1918, civil engineer] about the specifications governing the quality of steel used in East Indian [Railway] contracts. Chamberlain understood from previous correspondence that the specifications were to be relaxed but has since discovered that they have not changed and asks for an explanation.
