Chamberlain praises Collings' work in the Liberal Party and argues that he has been persecuted by the Tories, pointing out that the Carlton Club has funded the petition against him. Chamberlain writes that Collings disapproved of bribery and that his agents acted without his knowledge. He writes of the cost of the petition to Collings and his need of financial support.
