DescriptionLetter written from 40 Prince's Gardens [London] dated 2 December. Chamberlain replies to Mr Williamson's letter about government measures in connection with an accident on a ship. Chamberlain writes that whilst he supports the extension of the Employers' Liability Bill of 1880 to cover shipowners, neither this nor the Government Bill will prevent accidents such as Mr Williamson describes from occuring, as the accident was not caused by negligence.
