Description | Letter dated 23 October. Russell [1834-1920, first Baron Russell of Liverpool, newspaper editor and proprietor] informs Chamberlain that Gladstone [William Ewart Gladstone, 1809-1898, prime minister and author] is maintaining his position on 'the minorities matter'. Russell goes on to discuss the issue of parliamentary representation and the best way to oppose certain changes to the system. He points out that 'even if the nullification of majorities was avoided the system would still produce all the evils of [?vexation], intrigue, apathy and infirmity in party government'. He adds that he hopes the party will not support a single members system and outlines his objections to such a system. |
