He expresses his view that Mr Billson's proposals could be applied to other parts of the country as well as Lancashire and explains that Billson's method would 'secure much variety in the representation in a manner equitable to both parties'. He opposes division into single member constituencies, which he believes would result in the election of 'inferior & non political & "parochial" members', and argues in favour of a list system. |
