Chamberlain writes to Hicks-Beach [1837-1916, politician and first Earl St Aldwyn] about a negotiation, discussing what they should include in their demands. He writes that they must not make things impossible for the Government of the Transvaal, stating: 'It must be a Republic - or a self-governing Colony'. He wonders whether they will have to consider an ultimatum and whether the Boers will 'take the offensive'.
