Has just returned from Scotland where he was too busy to read anything but the newspapers 'which chronicle the progressive deterioration of what calls itself the Liberal Party'. He says he will read everything Arnold has written on the subject of Irish policy and refers to the gulf between him and his leader, Gladstone [over the Irish Home Rule Bill of 1886] and the unlikelihood of the latter 'accepting my terms'
