DescriptionChamberlain campaigned for public control of liquor traffic and changes to the licensing law. This letter is one of reply to proposals from Score about the question in which he says that he differs in opinion: 'I do not think that your suggestion would be more acceptable to the threatened interest than mine, and the sale of licences by auction has been found in other cases to be the indirect cause of increased drunkenness as the high price obtained renders enormous sales necessary to recoup the contractors'
