In his first letter Chamberlain offers a response to Watney's previous comments relating to a speech by G[erald] W[illiam] Balfour [1853-1945, politician] concerning government proposals for a cessation to the conflict in South Africa. He cites sections from a speech he gave at Cupar as representative of government policy

In his letter of 30 November he refutes the story that 'overtures have been, or are being, made by the British Government to Mr [Stephen J. Paul] Kruger ' [1825-1904, President]. He also denies knowledge of a Mr Erasmus, or any associations he might claim to have with the government
