Garvin [1868-1947, journalist and political writer] in an issue of 'The Outlook' concerning the possibility that Walter Long might be proposed for leadership of the Liberal Unionist Party. Chamberlain declares that he cannot follow A. J. Balfour's 'path' of supporting the 'free fooders' rather than 'the tariff reformers', but he sees 'no reason' why he should 'hold aloof'
