Discusses Fisher and Randalls leases from Isaacs, the local inhabitants, Richard Philpotts and the Matacong and North West African Co Ltd, proposal to sell the Island to a French syndicate, French soldiers on the island, money paid to the English Government for duties. Discusses how Isaacs was made a chief and 'he was, as you may say, the King of the Island'. Discusses workers on the island and what the island was like when Isaacs lived there.
