Description | Photocopy of letter, dated 23 November, in which Chamberlain, 37 Eaton Square [London], writes to express his regret at Duff [1890-1954] leaving the Treasury but also his pleasure at his becoming head of a Department. Chamberlain comments that 'it is by what a man is in Cabinet, rather than by what he is as a Departmental Chief that ministers are ultimately weighed and assessed'.
