| Administrative History | After the Kurdish uprising in early 1991 Save the Children Fund (SCF) provided emergency relief to Kurdish refugees located at Iraq's borders with Turkey and Iran. SCF later opened an office in Baghdad to provide assistance to refugees returning to the country. At that time the North was suffering the consequences of severe and prolonged repression by the Government of Iraq, and the effect of Iraq's war with neighbouring states and the Western powers. The result was an extreme humanitarian crisis for the Kurdish people. From 1992 to 1997 the programme focused mainly on rehabilitation and reconstruction of villages, roads, and schools, and assistance to agriculture. In 1998 SCF started supporting training for teachers and health professionals. At the end of 1999 a long-term development programme was established, focusing on policy and practice in education, welfare and juvenile justice. |
