Administrative HistorySave the Children (SCF) began working on a Disability Project in Montenegro in 1996, supporting parents associations, the opening of toy libraries, and specialist training. In September 1998 SCF set up an inclusive education project in partnership with the Ministry of Education and Science. In 1998 SCF began providing emergency relief to refugee children and families from Kosovo arriving in Plav. SCF became involved in long-term projects to reform of the social welfare system in Montenegro, including disability, juvenile justice and alternatives to institutional care.
