SCF made small grants to Mozambique between 1970 and 1974, although the purpose of the grants is not specified. Mozambique, a former Portuguese colony, became an independent republic in 1975. Between 1974-1976 SCF made larger donations (mainly gifts in kind), presumably in connection with independence.

In November 1984, SCF began work helping Mozambique's Extended Programme of Immunisation, as well as establishing a disease survey. Work began in Quelimané. Relief supplies were delivered, assistance was given to health, nutrition, social welfare and training programmes, and aid for disabled children. By 1987, the pressure from the large number of refugees in Zambezia province was growing; SCF provided relief and development programmes. In 1989, aid was given for unaccompanied children and to support the transport infrastructure.
