| Description | Minutes of a sub-committee appointed following a prolonged campaign by the Guild of Students for the improvement of Refectory facilities at the University and for them to address the needs of students. The minutes include a copy of the Report of the Guild Refectory Commission, submitted to the University Refectory Committee in 1968 (see UB/COM/11 for records of the University Refectory Committee), and a report summarising discussion and decisions that had led to the establishment of the Sub-Committee on Refectory Policy, including student demands in the summer of 1968 for student control of the Refectory. Following discussions between the chair of the Refectory Committee and the Vice-Chancellor, it was suggested that a special Committee should look at the Refectory.
Membership of the Sub-Committee on Refectory Policy comprised four students; two members of University Council; one member of Senate; and one member of the Non-Professorial Staff. The first meeting of the Sub-Committee was held on 22 January 1969 and members agreed to make an independent appraisal of policy concerning the Refectory, ignoring documents previously presented, and considering 'all possible desirable uses' for the Refectory building, within the framework of the facilities available. Minutes of this meeting include a copy of a report on Refectory Facilities which gives details about capacity, current usage, and staffing, and includes financial statements
The Committee proposed activities which would consider the views of user groups and hear evidence from representatives; meet personss responsible for day to day running of the Refectory; obtain information on the points raised in 'The Case for Student Control of the Refectory'; and obtain information about the Justices' Licence under which the Refectory operates and the degree of restriction imposed thereby A paper on Short-Term Improvements in the use of the Refectory was presented to a meeting held on 31 January 1969, largely focusing on more flexible uses of rooms in the Refectory building. Minutes of this meeting also include a submission on behalf of the Technical, Clerical and General Staff Committee and the Research Staff Association concerning representation of these bodies and their influence on Refectory policy. There are also papers relating to discussions between University Solicitors and Licensing Justices about the effect of proposed extension of use of the Refectory building for evening functions Minutes of the meeting held on 6 March 1969 contain information about the activities of the Working Party and discussion about the future government of the Refectory as a University Centre, governed by a single large management committee which could represent the views of the various consumers, and an informal liaison group to discuss matters as they arose with the Manager of the University Centre, as well as a copy of the Interim Statement issued by the Committee on Refectory Policy Minutes of the meeting held on 8 May 1969 record discussion about the proposed membership and terms of reference of the new University Centre Committee and include draft copies of a questionnaire to be distributed to users of the Refectory facilities
