DescriptionMinutes of the committee appointed to approve plans and licence applications for the two four-week periods of broadcasting by the student radio station BURN FM at the University of Birmingham. The committee's terms of reference, set out at its first meeting on 10 July 1995, were to approve, on an annual basis, plans for broadcast output by the Campus Radio Station, taking particular care to ensure that the corporate interests of the University and the public relations strategy are not compromised at the same time as preserving the legitimate creativity and academic freedom of the programme makers and participants; to ensure, by monitoring, an appropriate quality of output, and in particular to ensure that information in the output is accurate and balanced in its selection; to ensure appropriate management arrangements for the Station are in place, and to approve and monitor the annual budget; to seek to ensure that the Campus Radio Station provides overall benefit to the University in terms of use by the appropriate academic Schools, enhancement of skills for students, communication of relevant information, and University's general public relations effort; to provide an annual report to the Registrar and Secretary with a recommendation concerning the renewal of the annual licence by the Radio Authority, to provide FM waveband broadcasting for two periods of four weeks each year to a radius of three miles

Membership consisted of Pro-Vice-Chancellor (Student Affairs) as chair; the Director of Public Affairs; the Director of Planning; members of academic staff; the President of the Guild of Students; the Vice-President (Communications) of the Guild of Students; the chair of the Student Radio Management Committee; and the committee secretary. The committee reported to Council via the Strategy, Planning and Resources Committee, and met at least twice a year.

Minutes contain information about the budget and broadcasting programme, discuss costing and licence applications, technical matters, and market research. Minutes include reports of the Quality Assurance Group and papers from the student committee on programming. There is also discussion of occasional cases where Radio Authority guidelines were breached.

Minutes of the meeting held on 10 May 1996 include the report of BURN FM to the Quality Assurance Group, and further reports of are BURN FM committee included with minutes of each committee meeting until 2000. These provide detailed accounts of the activities and broadcasting programme of the radio station.

Minutes of the meeting held on 6 June 2002 give the date of the next meeting in December 2002 but no later minutes survive in the University Archives
