Minutes are numbered in a yearly numbering system, using the calendar year followed by a consequential numerical sequence beginning from 1 at the start of each year.
The committee usually meets four or five times a year. It is unclear when it was established. Minutes from 20 February 2007 onwards have been transferred to the University Archives, and there is no indication in those minutes and supporting papers that there was a previous meeting, so it is possible that 20 February 2007 was the first time the committee met.
The committee's terms of reference are to keep under review policy and academic regulations for the operation of taught and research programmes; to monitor national and international developments in relation to academic policy and to recommend appropriate actions and responses; to consider and approve on behalf of Senate proposals for amendments to, exemptions from and creation of new academic and student-related Regulations and guidance, policies, and Codes of Practice below the level of Regulation; and to consider and make recommendations to the Senate and the Council regarding proposals for amendments to, exemptions from and creation of new academic and student-related Ordinances. Additional terms of reference were added in 2009, to monitor strategic risks relevant to the work of the committee as determined by the Strategic Risk Register. The committee also acts as a Progress and Awards sub-committee of Senate and determines recommendations and decisions relating to examinations and awards and to receive reports for examination procedures for taught and research programmes
Membership of the committee for the 2006-2007 academic session consisted of of the Pro-Vice-Chancellor (Academic Quality and Students) in the chair; the Vice-President (Academic Quality and Access) of the Guild of Students; Academic Services staff involved in preparing for and/or advising on regulation; the Director of Legal Services; representatives from Corporate Services; and six members of academic staff from the Colleges By 2012, membership consisted of the Deputy Pro-Vice-Chancellor) Education in the chair; the Vice-President (Education and Access) of the Guild of Students; the Director of Legal Services; Head of Academic Policy and Standards; one representative from the Directors of Knowledge Transfer, Directors of Postgraduate Research of other appropriate member of staff nominated by the Head of College; one representative from the Directors of Education; two representatives from the Heads of Schools; and one representative from the programme leads in Schools
The committee reports to Senate on a termly basis, and in 2007 provided advice and reports to the Quality Assurance and Enhancement committee, Portfolio Development committee and Campus Life committee on academic policy and regulations and on general issues that may arise By 2012 the terms of reference state that the committee may report to other University committees as appropriate, though clearly there are links between it and the Quality Assurance committee and Education committee. It receives annual reports from the Progress and Awards Board on business undertaken throughout the year at the autumn meeting of the Academic Policy and Regulations committee
Minutes and supporting papers contain discussion of Codes of Practice and include copies of various Codes. They also contain information about assessment protocols; appeals processes and amendments; mitigation and exemptions; admission procedures; methods of assessment; and approval of programmes of study. They also include reports on legislation review, and proposals for academic policy and regulatory frameworks. Chair's Actions taken between meetings and approval of Codes of Practice, amendments to legislation, and exemptions, are reported to the committee recorded in the minutes
The Committee was abolished at the end of the academic session 2016-2017 and its business was split between the University Education Committee (UB/COM/54) and the Quality Assurance Committee (UB/COM/15) |
