DescriptionMinutes of a sub-committee set up by University Council to 'report on the organisation within the University dealing with the recruitment, training and general conditions of employment of technical staff' in the context of the expansion of the University and the number of new posts created and the need for a common central policy covering all grades of employees, whether paid from University funds or from outside sources. The first meeting was held on 5 January 1962, chaired by L. G. T. Farmer, a lay member of Council. Membership consisted of other lay Council members and members of the academic staff.
The minutes Include reports on the employment of technical and clerical staff in the Faculty of Science; reports on recruitment, organisation and procedure; notes on the work of the Wages and Establishment Committee; copies of reports from the negotiating sub-committee of Committee of Vice-Chancellors and Principals University Joint Committee on Technical Staffs following meetings with representatives of the Association of Scientific Workers and of the National Union of Public Employees on salary scales for technical workers; and copies of revised salary scales for technical and clerical staff.
Minutes of further meetings held in February and March 1962 discuss recruitment, training, and general conditions of employment, and include a summary of current procedure. Minutes of the meeting held on 5 March 1962 include the report of the sub-committee following its investigations into existing organisation within the institution. This report includes the recommendation that the Wages and Establishment Committee should be made responsible for the general conditions of employment of the whole of the non-academic staff, and for organisation within the University for recruitment and training. The meeting on 5 March 1962 appears to have been the final meeting of the committee, though the file also contains minutes of the Wages and Establishment Committee held on 12 October 1962 and 1 January 1963 which contain discussion of scales of pay for Technical Officers.
Surviving minutes are not the authorised versions but were evidently papers kept by the Registrar and, as such, include annotated draft reports
