The Committee was set up by the Senate on the recommendation of the Committee of Principals and Deans to be responsible for the academic planning of the Post-Experience Courses in Health Services Administration. The committee reported to the Vice-Chancellor. A committee had already been set up under the Vice-Chancellor's chairmanship to deal with Post-Experience Management Training, which shared membership with the Health Services Management Centre committee, and this committee would be responsible for the long-term planning and co-ordination of the academic side of Public Service Administration courses. The Health Services Management Centre committee was intended to provide a forum for the sharing of information and idea, and formulating common strategies.
The first meeting was held on 21 February 1972, and the committee discussed proposals for the establishment of a Health Management Training Centre in association with the Institute of Local Government Studies, and various training schemes in Medical Administration run by other universities. It was agreed to plan a curriculum for short courses starting in October 1972, and there are references to areas of common interest between this proposed course and courses in medical administration to be provided by the Department of Social Medicine. There is also mention of the possibility of using accommodation belonging to the United Birmingham Hospital at Southfield, Edgbaston Park Road, for residential facilities. Minutes of the second meeting of the committee record discussion about the appointment of staff and financial arrangements for the Health Services Management centre as well as about the programme of courses and the provision of accommodation at Southfield. The minutes also refer to the relationship between the committee and the Southfield Committee, which was responsible for house-keeping arrangements at Southfield and subsequently at other post-experience centres, and the Public Services Administration Committee.
The committee minutes typically contain information about the decisions of the Selection committee for academic staff, including personal information about candidates; information about research posts, and administrative and secretarial appointments; the use of Southfield; the teaching and research programme; the Centre's financial position; and inspection visits by DHSS representatives. Minutes of the meeting held on 9 February 1973 include a copy of the report of the Health Services Management Centre October 1972 to January 1973, outlining the current position, reviewing the work of the first few months, discussing the possible shape of the 1973-1974 teaching programme, and speculating about the long-term future of the Centre. Minutes of the meeting held on 15 November 1974 include minutes of the Post Experience Training Committee held on 24 September 1974 (see UB/COM/147 for minutes of this committee) and contain references to the proposed development of new buildings for Post Experience courses including Park House (Southfield) and Garth House. There is also a copy of the Director's report to the Post Experience Training Committee, and the Health Services Management Centre income and expenditure account for the year 1973-1974. Minutes of the meeting held on 27 February 1975 include accounts and estimates for the years ending July 1975 and July 1976, and a report from the Co-ordinator, Post-Experience Training Minutes of the meeting held on 7 April 1976 include a report entitled 'Health Services Management Centre: Developments and Constraints', and a paper setting out opportunities facing the Institute for Local Government Studies, the Health Services Management Centre, and other units of the University concerned with social policy and community government. Minutes of the meeting held on 19 October 1977 include a copy of a report onHealth Services Management Centre activities 1975-1976, and discussion of the Health Services Management Centre relationship with the Department of Health and Social Security and the NHS
Minutes of the meeting held on 10 November 1978 discuss University Grants Committee funded posts, salary reviews, and current Centre activities. Minutes of the meeting held on 22 May 1979 mention the inclusion of the Centre's annual report but a copy is not included with the minutes, though items of business that are minuted include reports on current Centre activities and major new developments. Minutes of the meeting held on 17 December 1980 include a copy of the Health Services Management Centre report of activities 1979-1980, income and expenditure account 1979-1980, and discussion about the University Grants Committee visitation and University Grants Committee funded lectureship. The records include papers for the meeting to be held on 23 December 1981, which include a copy of the report of Health Services Management Centre activities for 1980-1981. No minutes of this meeting exist, and it is not clear whether or for how long this committee continued to meet after this date |
