Administrative HistoryThe terms of reference for the formation of the committee in 1974 were 'to serve as a focus and spur for fresh thinking and to enable the Movement to respond to the needs and opportunities with which it is faced and innovate rather than operate in any area of work'. Responsibilities were to include 'investigate the emerging needs of society, and the means by which the Movement should respond. Initiative, join with others in, or keep in touch withy research and development schemes undertaken int he fields of potential interest in the Movement. Develop outreach activities in the community. Develop means for making more effective use of existing facilities. Advise and assist Local Associations in identifying community needs and responding to them. Co-operate with other bodies on social problems. Hand over to the appropriate department an experiment or development that reaches the stage of becoming an ongoing feature of YMCA work. Set up ad hoc working groups for specialised fields of investigation by the Committee.'
